While it may not seem fair, the rules are strict because people will take advantage of any loophole.

Sounds like there is more to the story. Who was he staying with? What were the conditions of him living there? Why wouldn't Baylor wait for the NCAA to declare him ineligible and then file for a waiver?

An NCAA school that reasonably knows that a player has violated NCAA rules is required to declare a player immediately ineligible pending further investigation , report the infraction to the NCAA and then ask for a waiver or other remedy. Not exactly sure of the exact wording of the standard but "reasonably knows" is the gist. For example, when Auburn ruled Can Newton temporarily ineligible or A&M ruled Johnny Manziel temporarily ineligible. The controversy that often arises though is if the violation is not clear

Didn't Baylor just get a QB for practically the same crap?!? Hate to say it, but absent Baylor being complete shiteheads, sounds like their compliance dept. has that same level of confidence in NCAA fairness as every other small/mid-sized private institution...just waiting to get reamed for crap the states do on a minute by minute basis.
