the signal strength is fine, it's the fact that there are so many users trying to connect off of only a few towers or maybe just one
this happens at every large gathering of people where additional cell sites have not been installed
Opening day in Houston i had full 4G LTE - not a single app i had could connect to the internet reliably

depends on the availability and hardware capability of the cell tower servicing those 5000 people, right?....any telecom people on here? i'm out of ideas.
