Don was a member of Phi Gamma Delta (was president) - he was not a Phi Delt as was mentioned in an earlier post :D

Does it really matter what fraternity he was in 25 years ago? That seems kind of desperate.

The deal is that it's not 250 mil at once and he can choose to stop funding. He has committed so far to 250 mil if it keeps working out for him.
