Baylor could have played this game, but chose not to. The Big 12 has established thresholds for playing, and the limit for offensive linemen is 7. Baylor had 7 offensive linemen available, but one of the linemen was "suspended" which left them at 6. Baylor chose not to play because of this even though they could have changed the suspension to another game, or simply let the "suspended" lineman dress out, but not play.

While the Big 12 has established a 7 man benchmark on offensive linemen, it also states that,

"Teams falling below any of these benchmarks, based on game week test results, could still elect to play as scheduled if so desired."

In short, Baylor ducked the Coogs and used the suspension as the reason. For more information on this,

Teams in the "Power 5" conferences will likely do this throughout the season so that they don't have to take an L from teams outside these conferences.

Starting a game with only six OL is risky. NFL teams have smaller rosters and seven is the fewest OL they dress for a game. I don't know which offense Baylor runs, but if it is a version of the spread they wouldn't even have a TE they could move to the OL. Add in ST plays and a team would run out of OL very quickly.
