Mordecai.
Stone is talented but has to jump three levels in talent - private school to normal high school, high school to college, college to high level college.
Mordecai, on the other hand, was about the same rating in high school, higher rated than Buechele out of high school, and has been playing against OU defenses for 2 seasons. He destroyed Ben Hicks numbers out of the same high school in Waco. He passed for 4K and ran for 1K his senior season. By all accounts he isn't transferring because he sucks, he is transferring because he keeps getting stuck behind generational talent. He is a much more proven prospect than the UT QB who transferred out, for example. The UT guy might have more upside, but Mordecai is more ready to play.
Assuming we have a spring practice, I would expect Mordecai to have a first season pretty close to what we saw out of SB and GG after they transferred. He doesn't have the same level of game experience the others had when they transferred in, but he has a better O Line than SB did.
I think the fact that people actually expect Stone to win the starting job is an indication that everyone is vastly underrating how good Mordecai was out of high school. His stats at OU in limited playing time are awesome. I expect him to win the starting spot and be a very good player for us over the next two years and then he leaves and Stone takes over.
