100% That non-call is inexplicable and inexcusable. That kind of non-call leads to games getting out of hand and players getting hurt.

I think both Lavine and the defender did not think Lavine was actually down. Lavine keeps running, and the defender grabs whatever he can.

The non call on the false start is egregious. These refs are JV level.

False starts are very, very rarely not called. Especially when they are on the end of the line.
