How cool would it be to have a pre-season tournament of strictly Texas teams? Call it something like the Texas Shootout. Just taking the top 8 teams in the state, you're looking at a very watchable event:

I've been wanting Ohio to do it for years, Indiana does it (called the Crossroads Classic in Indianapolis) with Butler, IU, Purdue and Notre Dame every year. It's not a tournament but just a way to get a great OOC opponent on the schedule in-state.
