I can't speak much to the GM-analytics stuff the article speaks of but I remember Kentucky being first on the bandwagon for performance technology.

Many years ago there were all these articles about Kentucky adopting all this performance technology...hiring some performance director for big $. There were articles and high tech videos all over.
