Would Bill Belichick's past history of cheating disqualify him under the Turner test?

No need to do a background check on a coach that would never give SMU the time of day. To answer your question though, I think he would not be considered.

and could the fact that he wears a hooded sweatshirt cause him to fail the "clean" requirement of the Turner test?

Belichick doesn't fit into the university's Commitment to Failure system. He would never be a consideration regardless of his cheating because the most important part of his record, winning, is intolerable to SMU.
