The article seems to answer that question and sets the legal standard upon which the NCAA relied:

The waiver was denied based upon case precedent, stating there was not sufficient evidence that Hazelton had responsibility in the care of his grandfather, or that his grandfather's medical condition had worsened

However, the sports talk guys here in Arkansas are ready to admit that Green was not even close to the grandmother to whom he said he wanted to move near. I am not privey to he actual facts but that is how it was reported.

Yeah, and when word of such a booboo gets out it just makes it harder on the rest.

Even though this was not an official reason, it might be that if he has transferred to a school in Georgia that within a short driving distance maybe they would have been more apt to approve it. But it looks like he could have just wanted to go to another school to get more playing time. I do not think Cincy is a hope skip and a jump from the Geogia borderline. I think that since McNeal's ailing relative is in Dallas and he moved back to Dallas and transferred to a nearby college that could weigh as more legit in the NCAA's eyes. Just a thought.

There is something on the Rivals site that suggests a decision? Is this just a hook, or does SMU have any more information? Was he academically eligible?

I would think we would have known by now if he was academically eligible or not. And since he has been practicing I would assume we are just waiting on the NCAA waiver. But that is just my guess.

*AD Steve Orsini has confirmed that Miami transfer Shawnbrey McNeal will be academically eligible this fall. The running back still must be cleared by the NCAA to compete immediately this fall. Coach June Jones has said the ruling may not come until the first week of September. SMU opens Sept. 5 against Stephen F. Austin. Orsini told boosters the news at a meeting this a.m.
