The huge flaw in this story is that even if the SMU board of governors/trustees had open meetings in the 1980s, the football scandals still would have happened.

Nowhere in the Bishops' Report, or anywhere else, does it say the key decisions were made in official meetings of the governors and trustees. The major decisions were made by a few key individuals in private, unofficial meetings. No one ever took a vote to cheat, or to stonewall the NCAA, in a trustees meeting.

Having open trustees meetings is a topic worth debating, but using the death penalty scandals as an example to support open meetings is seriously flawed logic.
