rules of the BLVD?

I was reading the guidelines for drinks on the blvd and it makes it a little difficult it seems to bring drinks with you. Can someone clarify how you can carry drink onto the blvd. I know you can have a plastic cup, but let's face it ,A cup is not nearly enough.

Where do you see anything about it being difficult? In previous years, I've always had my drink(s) in a cup or a coozie and there have been no problems. Just don't have it in a can that can be seen by everyone.
