I have one suggestion, that to me makes some sense, maybe some of you would evaluate it.
Have the NCAA collect a "tax" on all NCAA football televised football games--say 3% as an example.
Distribute the money to all Division 1 football scholarship programs, say $500 per month with an extra suppliment for travel based upon distance from home.
The large schools are pressing for some for of cash suppliment paid to their players. But, it is really only another method to differentiate themselves from small schools. The payment comes from their revenues, which are obviously greater that a private university or school in a Non-BCS conference.
Put the burdern on television revenues, this is where the big money and the split between halfs and half nots has occured.
The NCAA annual basketball tournament funds all universities their travel and housing expenses, so long as they are a participant in the tournament--making the tournament truely open for all schools of all sizes. The money comes from the tournament proceeds.
The NCAA used be to in charge of television games--which when the large schools bolted (I guess) led to the BCS, and independence by ND.
If a tax was levied, and distibuted to all players at all Div 1 schools, then some level of fairness would occur and the NCAA would retain some control over football again.
Every televised game, every school, whether a local channel or ESPN, Ohio State or Boise State.
Obviously the large schools would object, but at least their true motivation would be revealed.
