The problem with those concessions is either they are paltry in comparison to what the Big XII offers and every other school desparate for Big XII membership would offer the same for BCS inclusion - even has so in one case.
20 Million a year in the face of a conferene that offers 15 Million a year per member isn' t much. No TV revenue for 5 years? 10? No problem when you are in the MWC or CUSA already making zilch. Memphis lined a deal up to get the Big East $10M/year in advertising - worth a solid $100M over the next decade - and the BE barely even listened to the pitch. Good thing for FedEx, too, the Big East continues to disolve.
What these conferences desperately, despearately need is stability. Baylor, TT, ISU, etc. are going to pass on a few million upfront for a school that makes the conference better. Maybe we have a chance, maybe we don't, but this won't get us in and will make us look cheap and desperate, not anxious to compete.
