They should do what Syracuse has done for the Texas Bowl - get a large donor base to buy the the tix and donate to local charities (Boys/Girls Clubs, Military, Police/Fire/Rescue, etc) so that those folks can attend the game in their place.
Everybody wins. You sell out your allotment, even when most cannot travel that far. Kind of like the "Bus Brigade" on a much larger scale.
You absolutely have to do this if you are UCF - it changes the story from "Wow, UCF can't sell their tix/they are G5/they have no fans" to "Wow, UCF was charitable and donated tickets to less fortunate" etc.
