Why does Tech get the ball? Isn't it a touchback?

No. TCU did not recover the ball and it did not roll out of bounds, so it is not a touchback.

Good Lord! I hate games where the refs are more noticeable than the 2 teams playing. . . And yes, this is the same crew that officiated the SMU-Tech game
