The NCAA allows 85 scholarships per Division IA football team. Football is generally considered a "head count" sport and scholarships are "full rides" not partials. Sports like baseball or soccer are assigned a number of scholarships and it is up to the coach or operations director to divide them up among players but "full rides" are rare.
