The money issue is TV which is going to make its own programming rules which is why I said, that won't be touched. Even adding a $10 Mill payout from a BCS bowl would double current BCS receipts for non-BCS, that's huge. The thing that could mess with the BCS schools in an insidious way is somehow tying graduation rates or retention to scholarships. Each school has 85 scholarships to give out. But if a student leaves, transfers out of Division 1-A or fails, his scholarship is lost to the school for four years. If he transfers to another Division 1-A school it would be retained. Thus a school which admits a bunch of JUCO's must have those players graduate or lose their scholarships for two years. That means that more players would be available to non-BCS schools with higher graduation rates.
UNC better keep that Ram away from Peruna

I think I may qualify for the penalty...but I'm losing ground rapidly to Nacho and Stallion just to mention a few.
SMU's first president, Robert S. Hyer, selected Harvard Crimson and Yale Blue as SMU's colors to symbolize SMU's high academic standards. We are one of the few Universities to have school colors with real meaning...and we just blow them off.

To the best of my knowledge, the TV folks didn't go to the six BCS conferences and say "why don't you six guys get together and form a group and we will then put all our TV money in just your group's games." I suspect that after the NCAA and College Coaches Association were pushed out of the TV contracting business, these six conferences got together themselves and approached the TV money guys with their BcS idea and sold the TV guys on the concept. Which gets us back to the monopoly charges. They purposefully excluded the rest of Div-1 from sharing in the big payouts. The fact is, not only did a lot of D-1 schools get shafted, but also a number of the old line Bowls too.

An old timer may now qualify by remembering when the Cotton Bowl meant something.
You can bet that the BCS will not allow grad rates to be tied into scholarships. There was talk earler in the year for teams to wear a patch denoting less than a certain % graduation. Cincy basketball would have a permanent addition to their jersey as would K ST and UT football to name but a few.
