Why would a safety only be worth 1 point? A TD is only worth 2 because that is the most of the offense could possibly score, but since scoring 2 is possible, a safety should be worth 2.
Also, what if you block the kick, recover it, run down field, and drop kick it in for a field goal? Is that worth 1, 2, or 3?
