I wouldn't call them letting a Navy plane land on their base "working together." There's still a Navy side at the base (Naval Air Facility Washington) which is probably where they park.

It is about a 30 minute drive. Also, get a seat on the right side of the plane by the window if you arrive at BWI during the day. The main approach is right over Annapolis and you get a great view of the Naval Academy and the Stadium.
