If you don't want to rent a car, it looks like there's a bus that will take you into Annapolis in about an hour.

It is about a 30 minute drive. Also, get a seat on the right side of the plane by the window if you arrive at BWI during the day. The main approach is right over Annapolis and you get a great view of the Naval Academy and the Stadium.
