Well, as far as traveling back to Dallas, I think the university/band should chip in as much as it does when it requires the students to come early for band camp, or when it asks the students to come in for a bball game prior to the start of the spring semester. Housing shouldn't really be an issue, for those that live in the dorms, let them back in early, and for those that live off campus, they have already paid rent for December/January in order to have a place to live for the fall/spring semesters, so that really shouldn't be a significant cost to the university. That only leaves the per diem for meals, and the cost of a couple of charter buses to get the kids downtown. Something that should be well within the means of the university/band budget. But, on the off chance, the band budget does not allow for the students to march in a parade in Dallas, then get the student senate to finance it. It wouldn't be the first time the band has gone to the Senate to ask for money to represent the university.

Housing for those that live in the dorms is the major problem. The university uses the time that students are away from campus to repair maintenance issues and give all the dorms a deep cleaning. Athletes such as those on the basketball team that MUST be on campus during the break are moved out of the dorms (I believe they are given places in the few buildings that do stay open...Moore Hall or something like that, but regardless, there are no more spaces after the athletes take them up). So, housing would need to be taken care of.

Further, the university does not chip in for bringing band members to Dallas for band camp, other than allowing students into the dorms. They don't chip in at all for the basketball games before the start of the semester: the band is not asked to return to campus until dorms reopen.
For the Cotton Bowl Parade, the university/band/someone would have to pick up the housing costs as well as the costs of transportation to and from Dallas for the band members.
