Hold the phone: the 'real' DP is not intended to change criminal behavior, much as we would like for it to. Capital punishment is what it is. The most extreme punishment for the most heinous crime: murder. Sadly, there will always be people who will kill other people. Those people now know that (at least in Texas and a few other states) when they commit this crime, they face the great possibility of going to the Death Chamber and getting the needle.
