From a different point of view, most of this would be curtailed if they went after the ones causing the infractions. Both Bomar and Quinn have appealled and are playing, they knew exactly what they were doing everytime they cashed a check, yet OU gets stuck with several years of penalties. If they would start giving the death penalty to a couple of these players the landscape would change pretty quick.
I really don't know what effect it would have. The NFL might (since the NFL Europe is now defunct) decide to allow players under age 20 into the NFL. But a college sophomore or junior clearly meets the NFL rule. If this new pro football league gets started, you might see players opting to go that route INSTEAD of to college.
I think the NCAA is going to announce their findings on that right after they announce the results of their investigation into the SMU Cheer and burgers episode.
