How many other small academic school need to consider dropping to D3 before something changes?

Washington & Lee dropped to D3 in case you want to see what it is like.

But they start coming back the other way, as well. Georgetown dropped to club and now is 1-AA. I don't think Rice or Tulane are going to drop anywhere unless they have company. They are essentially in a conference that meets their needs to be competitive. CUSA is a conference where any team seems to be able to compete in any given year. Tulane went 12-0 in the last decade. Rice has had 8 wins seasons twice in the last decade and could do so again. I really don't see them dropping down a division.

You, me, Stallion, and some grade school kids can beat Georgetown...though you are right, programs come and go...

The alumni need to have the will to support the program.

If I were G'town, I'd put a Hoops Arena on campus that seats 8-9.5K instead.

They aren't dropping due to economics...Tulane's exemption from NCAA allows them to stay in the 1A despite only fielding 8 teams. The big news is they get their share of the TV revenue, $2 million bucks so far!
