Major Applewhite?

According to an article in today's Austin American Statsman, UT is paying Major Applewhite $2,100 per month for being a student-assistant coach while it is paying Beau Trahan only $1,700 per month. The article states that the reason UT is paying Applewhite more is because he is an out-of-state student.
The reason I am asking this question is that I recall reading that Applewhite's parents moved to the Dallas-Ft. Worth area from Louisiana several years ago. It seems that he would not be an out-of state student if his parents reside in Texas.
