How far has Duke fallen since going 8-4 and reaching the Hall of Fame Bowl in 1994? The Blue Devils' .150 winning percentage over the past 13 seasons is the worst of any program that has maintained Division I-A status through that entire stretch. Here are the schools with the 10 worst winning percentages since 1995.

Buffalo is 17-86, a .165 winning percentage, since joining Division I-A in 1999.
