Solution to the problem!!!

I recall a game between Wisconsin and UNLV back in 2002. The game was was called early (7:57 to go in the 4th) due to a power outage. Considering our woeful PA system and other technical difficulties, I doubt it would be a stretch for power outages each and every home game with 5 minutes to go in the 4th quarter. With this solution, we would certainly have played in several bowls over the last few years!!!

I thought the solution was score more points than your opponent, or hold the opposition to fewer than you score, but your idea works too.

Another thought: how about a hockey-style format. 3 periods instead of 4 quarters. How many games would we have won over the years if there was no 4th quarter?
