When Can A Bowl Extend An Invitation?

What is the earliest date a bowl can extend a formal invitation to SMU?

Somewhere I have read that the Hawaii Bowl is second to the Liberty Bowl who normally takes the Conference Champion. So does this mean that if Houston wins this Saturday and SMU cannot be the Conference Champion, the Hawaii Bowl can extend the invitation this weekend?

Bill plug in the flights on you smart phone, have them ready to book. Then pull the trigger Saturday when you know we have won, which for this team is when the clock runs out.
