This line has been trotted out by Bennett all too often. It is not a problem by itself but rather the assumption behind it. My sense is that the assumption is that we have offense X and we will see which quarterbacks run offense X better.
With so many limitations this approach seems nuts. You have got to look at the players available, especially the QB and build the offense around the skills of those/that player. Especially when there is one like Phillips who shows definite skills in some areas. As opposed to a much more limited QB but one with more experience at X.
To say we will consider which QB gives us the best chance to win without remaking the offense for the best player is self defeating.
