Like most of you, I've been trying to get my head around all of this. Here's my thoughts on what may have happened. I have no clue if this is correct, but if this happened, someone's head should roll.
SMU's deadlines for submitting an admissions application are as follows:
Early Action: 11/1
Regular Decision: 1/15
Spring Decision (basically a waitlist - admission is on a space-available basis): 3/15

It's possible that for whatever reason (perhaps waiting until the LOI was signed before submitting applications) Hall and Jackson did not submit their applications by the Regular Decision deadline of 1/15 and instead applied before the Spring Decision (read: waitlist) deadline. Considering that SMU's applications and admitted student yield were both much higher than usual (primarily due to the bowl game!), there was pretty much zero chance of getting in off of the waitlist this year.
This could have affected the admissions status of all of our athletes on the waitlist/"spring decision" list. If this scenario is correct, and our athletes' admission status was affected, who do we blame? Did the admissions office refuse to make an exception to allow the athletes in? Were they somehow not informed which students would be SMU athletes?
Again, just a theory, but if correct, it may reach far beyond Hall and Jackson.
