Usually a thug is someone who steals or assaults someone. I don't think not paying a ticket puts someone in the category of a thug.

Failure to appear is pretty common among college students who change their addresses often, but honestly, you gotta keep your ishhhh together if you're a Pac-10 athlete. James Montgomery is far from a thug, so keep those comments to yourself
