Like almost any mess, it is complicated.
The expectation was that the Insight bowl would choose Nebraska while Missouri would go to San Diego. The Insight Bowl threw a curve by choosing Missouri with the justification being a higher BCS ranking (ignoring the fact that Nebraska beat Missouri). The rumor is that the Big 12 didn't want the Insight Bowl to be a four hour commercial for the Big 10 so they leaned on the Insight Bowl to take Missouri instead of Nebraska. That left the Holiday Bowl folks forcing smiles as they try to peddle a rematch.
A better solution would have been to send Nebraska to the Alamo and OSU to San Diego, but the Alamo chose first and they didn't want to get stuck with another Arizona-Nebraska game (last year's Holiday Bowl). The Cotton jumped on A&M early and conference rules don't allow the championship game loser to fall too far in the bowl order.
