I vote for Baylor, Texas, TCU, Penn State, Houston and Notre Dame.

Don't exclude Alabama, USC, Nebraska, Florida, and many others.

If you go back in time, there were SEVERAL schools that qualified for the Death penalty after SMU got the penalty. All that was required was infractions deemed serious while a program was already on probation. I seem to recall programs from the SWC, SEC and ACC all becoming eligible but the penalty was not handed out and the reasoning was that there had been cooperation from the institutions involved.

That was the difference that made SMU special; we were "in your face" and circled the wagons and lied about it. After all, we had a payroll to meet.

I sure miss Governor Clements!!!

SI stated years ago that 20 schools had met the bar for the DP and didn't get it.

The only way a school would get the DP is if someone like Vandy, Iowa State or Indiana all of a sudden started stealing recruits from the big boys and beating them every year!
