There was a quote in Pony Excess about how the Student Senate created internal sanctions on the football program. Does anyone know what they were? Were these driven by Ken Pye's office?

I know it was the student senate who pushed the university to completely reform the Board by doing away with the BOG and making the BOT significantly smaller.

Student Senate has always been pushing and making resolutions and recommendations in the form of "legislation", but then, and to this day, if the Administration doesn't want to do it and sees no benefit, it's not gonna happen.

Correct. See the 32-3 vote in favor of Peruna being the only SMU mascot in 2009.
