Cut blocking is not illegal. Chop blocking (or clipping) is illegal and is distinct from cut blocking. Cut blocking is taking out someone's legs and is perfectly allowed (most running backs block this way on blitz pick up), Chop blocking is taking out someone's legs while they are engaged with another player, thus in order to draw a flag the player needs to be engaged with an offensive player and have their legs taken out by another offensive player, Army and Navy know what they are doing and rarely do this but it does happen so occasionaly they get flaged.
Football can cause a serious injury to a player no mater how it is played, in fact many of the worst injuries occure when there is no contact, if you don't like that watch something else it will always be part of the game.
