Why not let all the 48+ non aq teams stay where they are and then after their 10th regular season game, the non aq teams based on a self governed bcs type ranking system would take the top 8 teams regardless of conference and play a three game playoff with the winner getting a BCS Bid? I have little doubt that the 3 game playoff would create enough of a buzz for the casual fan to have actual interest... meaning a ESPN, ABC, CBS, or FOX would pay big $$$$ for the right to air the playoffs. This would mean if you go 13 and 0 you are guaranteed a BCS bid and even if you lose a couple depending on who you lose to, you may still have a chance to go to a BCS Bowl. This would also allow for one non-conference game during the regular season. If you don't make the top 8 or you lose in the playoff, you still have a chance to go to small bowls like liberty/ new orleans / Alhoa. / Fort Worth etc......Plus at the end of the year, when a number of big school games are aired on ESPN that have zero bowl importance, we will steal ratings, because ours will.
The only downside is after 10 games, if you suck, your season is over. But if you look at our schedule this year, we really only have 11 games on the schedule that have some value....12th being Northwestern St..... I could do without those type of non conference games and even give up another one.
Hopefully, if the smalls schools showed how a playoff system could be successfull (meaning creating high ratings), then college football would add one game while preserving the bowl system and allow open access to the National Championship Game. But even if they don't, playing in a Sugar Bowl for any of the non aq teams should be enough.
Lastly, I think this type of system gives a school like SMU a much better shot of getting to the big game versus being a Vanderbilt stuck in a 16 team power conference.
I think something like this seems like the only real hope for a SMU type team. SMU will not get into the SEC, ACC, PAC, BIG 10, .....and I don't see their being a 5th conference (big east/big 12 scraps) that will warrant an automatic bid. So we need to just go in a different direction, and I don't mean dropping down.
