That doesn't mean Mizzou was not discussed as a potential 14th member, as the SEC certainly is considering strongly among its options, or even that no vote was taken regarding the SEC's intentions.
Can someone please tell me in plain English what the heck the bolded is supposed to mean?

I believe ther are saying "We're going to pick SMU but nobody will believe us when we say it and everyone in Mizzou might commit suicide so we are holding off for now"

I do not think Missouri is wavering as much as the SEC is not committing to them.
