They're owned by the city. Every time they do one of those stock issuing things to raise money, it's just symbolic. And yes, they're the only major pro sports franchise that is considered as owned by a public entity.
Actually, they are owned by Green Bay Packers, Inc. which in turn has approximately 360,000 stockholders, none of which are allowed to own more than 4% of the outstanding shares. When they do have new stock issuances, you actually are buying stock in Green Bay Packers, Inc.
As for being the "only major pro sports franchise" owned by the public, I believe you are right if you limit it to the USA. The Celtics have been private for over a decade now. Of course, if you look internationally, there are many more examples of major pro sports franchises that are publicly owned.
