http://espn.go.com/college-football/sto ... als-passedApparently the State of Louisiana's college budget system is going to fall $940M short this academic year, which could force schools like LSU to close before the end of the semester and be unable to finish the academic year. This would force the school to issue 'incomplete's to all their students, including student athletes, which means the football team would not have any eligible players (outside of true freshman, I would imagine) for the upcoming year. Additionally, the next year is facing a $2 BILLION dollar deficit, complicating the matter even further. The governor says these are not scare tactics, and, frankly reading up on the matter, it sounds like a serious situation:

This will become more common. Endowment discussions are usually met with an eye roll, but colleges and collegiate sport programs are way overbuilt.

Sounds like political scare tactics. But the whole state school athletic finances structure could be quite an issue. State or federal bodies could logically require athletic depts to reimburse the school for the full "unsubsidized" cost of an education for each athlete. Meaning more like private school tuitions. Will eat up athletic budgets in a hurry and make it harder to pay les miles 5 million per year to coach amateur football inside of a public institution which as a society we all have to agree is absolutely absurd really.

It may be a scare tactic but they have plenty of reason to be scared. This has been building for a long time and for a state that relies heavily on the oil industry, just where do you think they will get the tax money from?
One major love for Arkansas is the balanced budget act that requires the budget to be balanced every year and not allow deficits to build like they have in LA.

I agree and would add this.
The biggest proponent of a system that would pay Les Miles $5M per yr in state funds are white people. Across this country, but I will focus only on California, lots of minorities and/or recent immigrants don't share this passion for college FB and more importantly the costs. State's are running deficits, many substantial. These people vote and will do so in greater numbers over the years.

Ain't going to ever happen. Most states would rather cut education that mess with college football.

That's the trouble Terry. They are not talking about cutting football. They are cutting education which leaves all students including athletes with "incomplete" for their grades thus ineligible to play.

How does the "free college" plan of his work with regards to the cost given the various prices of universities?

Well, they are getting part of it from their outdated ad valorem tax valuation on oil and gas wells.
