Kinda. One could argue that the small tv draw & small attendance are due in part to the overall product being offered in a major city that has multiple entertainment choices.
SMU vs ECU will never draw fans, regardless of SMU’s record.
SMU vs Fl State competing for a conference championship might get completely different results, we simply don’t know because that situation hasn’t existed in over 40 years, maybe it’s never existed before.

Texas and Oklahoma individually probably bring more DFW area viewers than SMU/TCU combined. There are going to be a lot of football programs stronger than ours left behind or at least reduced to 2nd tier when all is said and done

You are right about the ECU reference...I remember several games against lesser opponents when we couldn't even fill up half of Texas Stadium
