can a school pay for a recruits travel to campus?

Back in my days, yes. I think the kid is allowed an "official" visit that can be paid by the school. After that if he wants to go back and visit, he has to go on his own.
That is as far as I will go. I am sure XTC and Stallion and others are more up to date on the current rules.
Just do not ask if a kid can redshirt if he just played a little.

Yes if its an official visit-they can also pay from parents to visit. UT for example rarely has a recruit wait for a "paid visit" to commit. These days less and less recruiting involves "paid visits". In the past 95% was about paid recruiting visits. Now the party is generally over before the paid visits usually occur because of Summer Camps, and Juniors Days. Some schools are using their paid visits during the Football season. UTEP is the only one that I've noticed doing this in Texas-probably a good idea for them because they get pretty good crowds for CUSA. I'm not aware of SMU doing that for obvious reasons.
