6-4, 295 5.27 from Rose Hill, Kansas. Rivals says he visited on 1/22, will visit Buffalo 1/25. Offered by SMU, Buffalo and Northern Illinois. Rated 5.3 and 2 star

Ratings aside, this guy has a lot of people talking lately. Word is there are more schools that are going to try to get in on him late.

Ratings are a guide at best. If this kid really has people talking about him then that is great news!
I would bet if you did a study there are just as many 5.3 successes in college football as 5.4.

I bet you would be wrong. I've done a study although not down to the .1 decimal point and there is a preciputous decline at each star level in players who suceed. But I'd focus more on visits and offers to be honest in such a small disparity.

Talked to a couple of people who at least act like they're somewhat in the know (more than most of us, anyway), and they seem to think this guy is very high on the wish list for the new coaches.

My reasoning behind the 5.4 to 5.3 comment is that rivals guideline states that a 5.4 and 5.3 are essentially in the same tranche of talent...solid mid-major d1 athlete.
I agree that there is a difference between a 3* and a 2* in general but that is not to say a low end 3* (5.4) and a high end 2* (5.3) is much different.

UPDATE: I noticed that Foltz is now scheduled to visit TCU next weekend-that's new and wasn't on there at the time I made my initial post.

New Rival's article indicates we have offered, but he is looking forward to his TCU visit before deciding.
"It's(TCU) a great school, I'm going down there this weekend and I'm really pumped about it. I know they're a top 25 school and they have great coaches, but that's really all I know about them right now."

Makes me curious to know what is so "great" about TCU. I have some good friends who attend TCU, but I would think it'd be hard to sell TCU's campus vs. SMU's.
Those who complain about a problem are simply wasting time they could use to fix it.
Potential is nothing, performance is everything.
