Rivals rankings

Someone told me that there is only one analyst assigned for all of Texas. Is that true? Really would cause me to doubt their rankings.

It is true and "not true."
On the one hand, there is one analyst who gives the final "Rivals" ranking. He makes the final call.
On the other hand, their other recruiting employees make rating recommendations and gather data. In close cases, the head analysts does the final rating.
Although not perfect, they do a pretty good job of finding the 4-5 star guys who get a lot of offers. Good HC's do their own ratings because their job depends on it.
The main "problem" area is 2 vs 3 stars. Because there aren't many "no stars" getting lots of offers (since June quit at least), they do a good job of finding the guys who are D1 players. But, just as NFL teams struggle with late round draft picks,Rivals (and Scout) struggles with separating the mass of 2-3 star players from each other. Of course, so do coaches.
Stars are a good first screen. Offer lists are a final validation or reason to question rankings.

The rivals ratings this year are bat [deleted] crazy. I've never seen it this bad. Stallion has pointed out for quite a while that rivals was way off this year, and it is proving true... I thought that the above might be something that explains why. I've never seen them rate players with multiple P5 offers so low.
Case in point - 2 weeks to go, and there are still 66 4 or 5 star players not committed. 270 3 stars.
That tells you there is a HUGE disparity between what coaches think and what rivals think. Normally I would agree with you about the 5 and 4 stars, but those numbers indicate that they aren't even getting those players right. Just trying to figure out why they are way more inaccurate this season compared to years past.
