Because they don't allow illegal substances. That's the end of it whatever anyone's opinion is. Illegal? Check. Gone. Interesting to see if they continue to enforce that in states where it is legal. Technically they could require that no athlete does it even after full legality. It would be arbitrary at that point just like the unlimited meals thing was.

The distinguishing point in this case was that the illegal substance was detected during an NCAA Tournament test-generally, the NCAA leaves drug testing to the schools themselves because it involves students who are subject to general university rules. Most schools have a stair-step penalty program where for example the first strike results in drug program and subsequent strikes may result in game suspensions, then perhaps expulsion from team. NCAA violation would result if team failed to follow its own drug testing rules
