people foul there all the time, but it is really not smart. Up 3 with 20 seconds left, basically 2 things can happen if you don't foul.

1. You win because you are guarding the three point line and give up a well contested three.

2. You tie and go to over time because they hit a ridiculous 3.

The only way to lose outright in regulation is to foul. Sure they could get a quick 2 and make you shoot free throws, but that is kind of beside the point.

As for the "scoring with the clock stopped" theory, I absolutely hate hearing about this unless it is a foul a long way from the basket. I can't tell you how many times I have seen Dirk drive to the rim down by 7 or 8 with like 40 seconds left and he gets fouled and the announcers are like "ZOMG SCORING WITH THE CLOCK STOPPED! ! !! !! ".............well he was going to score the layup if you didn't foul him at the exact same time, so it is actually identical to not fouling. It was of no extra advantage for him to be shooting free throws than to make the layup.
