what the hell are board shorts, and why can't they be worn with boxers, or is it just that boxers can't wear board shorts....something about the profession, or did you mean the dog?

Are you really asking? Board shorts are bathing suits for dudes; wearing them with boxers (underwear) is not cool; boxers (who fight) can wear whatever they want; dogs aren't really supposed to wear clothes.
