Once by the NCAA and once self inflicted. $600K pay out from a department that can't spend money to rectify deficiencies within the basketball program in the first place, set back of local recruiting by 3-5 years, loss of big man that many major major programs will love to have a shot at (especially with one year to bulk and learn), possible law suit that will keep the initials SMU in front of recruits for months to come, increased new coaches salary to boost hopes of promises made, being kept.
Of course this is only a possible scenario if no major violations were committed.
More likely scenario if no major violations committed, Tubbs goes back with Sampson, receives raise, competes in a real basketball environment and miraculously regains his touch at recruiting within Texas while spending SMU's Buy Out $$'s to open a string of LaundraMats around his recruiting territory.
In a macabre sort of way, this will be fun to watch unfold. A soap opera, per say.
