I can't speak for Horseshoe, but yes. If you, as the offensive player, can't avoid running over a guy who is standing under the basket, you deserve a foul.

Then you're probably against travelling too.

Interesting leap. I, for one, am against traveling.

Thankfully, unless you're on your way in for a poster dunk, they actually call it once in a while.
