Network marketing is absolutely legal. Not sure if you understand correctly what network marketing is. It is legal business model with multilevel network of consumers and distributors. It's also called MLM and it's actualy an offline business and doing MLM on the internet isn't really network marketing. It's more like internet marketing with network marketing reward system.
