How did refs not call a foul at the end of the Louisville ga

Louisville had a foul to give and were obviously trying to foul, but none given on the nice open field tackle.

Because, you know, refs tend to swallow their whistles at the end of the game, so as to let the players decide the outcome... (sarcasm off)

Officiating has been terribly inconsistent the last 2 games, really bad today.
